Unquestionably, by the remembrance of Allah, hearts are assured.

These people whom Allah guides are those who have faith and whose hearts find comfort in the remembrance of Allah and in His glorification and praise and by reciting and listening to His book. Truly it is only natural that in the remembrance of Allah hearts find comfort.
The plain meaning, from Al-Mukhtasar fi at-Tafsir
ٱلَّذِينَ ءَامَنُوا۟ وَتَطْمَئِنُّ قُلُوبُهُم بِذِكْرِ ٱللَّهِ ۗ أَلَا بِذِكْرِ ٱللَّهِ تَطْمَئِنُّ ٱلْقُلُوبُ
Those who have believed and whose hearts are assured by the remembrance of Allah. Unquestionably, by the remembrance of Allah hearts are assured."
What does Quran 13:28 mean?
The verse is answering an objection. The disbelievers had asked why no sign was sent down to him, and the reply describes who is actually guided instead: those who believe, and whose hearts settle at the remembrance of Allah. The commentators read the closing clause as a statement about how hearts are made — remembrance is not a technique that happens to work on them, it is the thing they were built to rest in.
