What does Quran 70:22-23 mean?

The verses before this are a diagnosis: man was created anxious — panicked when harm touches him, withholding when good does. Then comes the exception, and the exception is people who pray. The word the surah uses is “constant”: the commentators gloss it as not being distracted from the prayers and keeping them at their fixed times, which is the ordinary form the cure takes.
