Some of the idolaters said to them that the Quraysh, led by Abū Sufyān, had come together in great numbers to fight against them and to finish them off, warning them against meeting them. But their words and attempts to scare them only increased their reliance on Allah and their trust in His promise.
The plain meaning, from Al-Mukhtasar fi at-Tafsir
ٱلَّذِينَ قَالَ لَهُمُ ٱلنَّاسُ إِنَّ ٱلنَّاسَ قَدْ جَمَعُوا۟ لَكُمْ فَٱخْشَوْهُمْ فَزَادَهُمْ إِيمَٰنًا وَقَالُوا۟ حَسْبُنَا ٱللَّهُ وَنِعْمَ ٱلْوَكِيلُ
Those to whom people i.e., hypocrites said, "Indeed, the people have gathered against you, so fear them." But it merely increased them in faith, and they said, "Sufficient for us is Allah, and He is the best Disposer of affairs."
What does Quran 3:173 mean?
The words were said by the companions when they were told that Quraysh had regrouped in force and were coming back — a warning meant to frighten them that instead sent them out. Al-Bukhari records that this same sentence was said by Ibrahim (peace be upon him) when he was thrown into the fire, and by the Prophet (peace be upon him) here. It is a statement, not a request: it names who is enough, and stops.
