If they ask you, O Prophet, about how close Allah is and about His answering of prayers, Allah is close to them and knows everything about them. He hears their prayer, and they do not need intermediaries or to raise their voices.
The plain meaning, from Al-Mukhtasar fi at-Tafsir
وَإِذَا سَأَلَكَ عِبَادِى عَنِّى فَإِنِّى قَرِيبٌ ۖ أُجِيبُ دَعْوَةَ ٱلدَّاعِ إِذَا دَعَانِ ۖ فَلْيَسْتَجِيبُوا۟ لِى وَلْيُؤْمِنُوا۟ بِى لَعَلَّهُمْ يَرْشُدُونَ
And when My servants ask you, O Muḥammad, concerning Me - indeed I am near. I respond to the invocation of the supplicant when he calls upon Me. So let them respond to Me by obedience and believe in Me that they may be rightly guided.
What does Quran 2:186 mean?
The verse is an answer to a question the companions asked — is our Lord near, so we speak to Him quietly, or far, so we call out? What is remarkable is the form of the reply. The whole passage around it is addressed through the Prophet (peace be upon him), “say to them”; here that step is dropped and Allah answers directly. The commentators draw the practical point from it: no intermediary is needed and no raised voice.
