The plain meaning, from Al-Mukhtasar fi at-Tafsir
هُوَ ٱللَّهُ ٱلَّذِى لَآ إِلَٰهَ إِلَّا هُوَ ۖ عَٰلِمُ ٱلْغَيْبِ وَٱلشَّهَٰدَةِ ۖ هُوَ ٱلرَّحْمَٰنُ ٱلرَّحِيمُ

What does Quran 59:22 mean?
These are the closing verses of Surah al-Hashr, which the surah introduces with an image: had this Qur’an been sent down on a mountain, you would have seen it humbled and split apart. Then comes this run of names — knowledge of what is hidden and what is seen, then mercy, then sovereignty and holiness and might. The order is not accidental; mercy is named before power.
