Allah said to them: Do not be afraid, I am with you both with My help and support. I hear and see everything that occurs between you and him.

What does Quran 20:46 mean?
Musa and Harun (peace be upon them) have just been sent to Pharaoh, and they say what anyone would: we fear he will move against us before we can speak, or simply go too far. This is the reply. It does not promise that Pharaoh will listen or that they will be safe — it answers the fear with presence and with attention: I hear, and I see. Then the instruction is repeated: go to him.
