The wording is famous and it is worth being precise about its standing. This narration — Sunan Ibn Majah 224, through Hafs ibn Sulayman — is graded very weak by al-Albani, Muhammad Fuad Abd al-Baqi and Shu'ayb al-Arna'ut, and weak by Zubayr Ali Zai. Scholars who accepted the saying did so on the strength of its other routes, not this chain. The obligation they derive from it is bounded — every Muslim must learn what makes his own worship and dealings correct; beyond that, learning is a communal duty, not an individual one.
